What is the Arkansas Tri-Region E-Bike Voucher Program?

The Arkansas Tri-Region E-Bike Voucher Program is a regional initiative managed by the Northwest Arkansas Regional Planning Commission in partnership with Metroplan and the City of Fort Smith. The program is designed to help thousands of residents purchase new electric bicycles while encouraging healthier transportation options and reducing vehicle emissions.

The program plans to distribute more than 5,800 vouchers across three metropolitan regions:

Northwest Arkansas
Central Arkansas
Fort Smith Region

Eligible applicants may qualify for one of two voucher levels:

General Resident Voucher: Up to $700
Income Qualified Voucher: Up to $1,200 for households meeting income requirements

Unlike a first-come, first-served rebate, participants register and are selected through a randomized drawing process before completing the full application.

Qualifying E-Bikes

The voucher can be used toward eligible new electric bicycles that meet the program’s safety and equipment requirements, including:

Class 1 e-bikes
Class 2 e-bikes
Class 3 e-bikes
UL-certified electrical systems
Factory-installed motors and batteries
Motors rated 750 watts or less
Manufacturer warranty
